Passive voice doesn’t always have more words than active voice. The main reason of its awkwardness is the reverse order of a sentence. Normal sequence (active voice): Actor + Action + Object. “The general manager wrote the memo yesterday”. Easy and clear. Reverse sequence (passive voice): Object + Action + Actor. “The memo was written by the general manager yesterday”. Awkward.
